The HQ app for managing multiple stores together is currently in development (its build was temporarily set aside, not cancelled). Once it ships, it'll be free — no separate charge for the HQ app itself; it's planned to be included with each store's Starter or Standard contract. Free-plan stores won't be able to connect to HQ.
